Scott Walker to announce presidential bid for 2016

WASHINGTON (WJLA/ ABC News) - Wisconsin Governor Scott Walker is expected to announce his presidential bid at an event tomorrow.

Walker, 47, first gained national notoriety in 2011, when he took steps to dramatically limit the collective bargaining powers of most of the state’s public unions, including teachers.

After successfully passing his controversial agenda, Walker’s opponents gathered enough signatures to organize a recall election against the governor.

He will be joining an already crowded republican field, with 14 candidates seeking the GOP nomination.

Walker is expected to return to the same place where he declared victory in the 2012 recall election, the Waukesha County Expo Center, for an announcement event at 6 p.m. Monday.

LAUREL, Md. (WJLA) – Shortly after 7 p.m., firefighters and paramedics responded to a townhouse fire in the 9400 block of Riverbrink Ct. in Laurel, Md.

Several neighbors called 911 to report smoke and flames coming from the basement of the rear apartment structure.

Crews arrived to find heavy fire coming from the rear of a 2-story end-unit townhouse with a walk-out basement. More than 50 firefighters from Howard County Fire and Rescue Services and Prince George’s County Fire/ EMS Department were on hand to extinguish the blaze.

The fire was declared under control approximately 45 minutes later.

FAIRFAX, Va. (WJLA) - A Fairfax woman is recovering from a gunshot wound to her arm after a terrifying robbery right outside her home.

Fairfax County police say it happened just before midnight Saturday.

The couple got out of the car and as the wife approached the door, a woman ran up and snatched her purse.

Their son said he ran outside when he heard his dad.

"He was yelling out 'robbery' in Vietnamese," the son said. "I didn't know what to do so I just ran with him."

The son says the robber headed for a getaway car parked two doors down.

"I tried to break the window and tell the person to come out," he added. "One of the persons in the car said 'we got a gun'...I didn't believe him."

The son went on to say that his father punched the driver, and that's when they "shot out."

Neighbor Mehreen Ali was stunned at what she heard next.

"We heard a gunshot and then a scream, and a car just sped off," she said.

The victim's son said only then did he realize his mom had been shot.

"I saw my mom's arm was bleeding."

He said his mother is recovering but still may need surgery as the bullet is still in her arm.

Police are searching for the suspects but don't have much information.

In the dark, witnesses could only tell that it was a dark sedan with Maryland license plates.

Meanwhile, their usually quiet community is shaken.

"Things like that are rare, but after it happened so close to home...it's scary," Ali said.

Police: Construction mogul steals $105,000 excavator from business partner

SILVER SPRING, Md. (WJLA) - A bitter fight between two businessmen ended with a pricey piece of construction equipment taken, and a construction tycoon facing serious prison time.

In October, the owner of Aves Construction called Montgomery County Police to report a stolen John Deere excavator, valued at $105,000. The bright yellow piece of machinery had been parked in the front yard of a home along the 12400 block of Veirs Mill Road in Silver Spring. One resident told police she saw an unidentified man driving in the excavator around 7 a.m. Another resident reported seeing a white semi-truck towing away the 18,000-pound vehicle a few minutes later.

Police quickly identified Siavash Salehi, 62, of Great Falls, Va., as the prime suspect. Salehi owns Civil Construction, LLC, which along with Aves Construction had been replacing natural gas lines in and around Veirs Mill Road. However, about halfway through the extensive project, money became tight and tempers flared. It wasn't long thereafter that the excavator suddenly went missing.

Armed with a search warrant, officers scoured Salehi's Cheverly based construction company, which ironically is under video surveillance and has a large sign warning "would-be criminals" about the consequences of thievery. It was there that Salehi reportedly broke down and shouted:

"Yes, I took the stupid machine... I will take everything from him! I'll take his house and everything he owns. He cost me hundreds of thousands of dollars, so, yes I took the machine.”

According to charging documents filed in Montgomery County District Court, Salehi went so far as to remove a large rectangular "Aves Construction" sticker from the excavator's boom and replaced it with a large white oval-shaped "Civil Construction, LLC" sticker.

Salehi lives in a $3.5 million Italian-style mansion along the 9100 block of Falls Run Road in Great Falls, Va. On Sunday afternoon, his female housekeeper told ABC 7 News her boss was unavailable. A follow-up phone call ended with an unidentified man saying, "Do not call back here again."

On its website, Civil Construction, LLC touts itself as a "leader in the Washington, D.C. metropolitan area" when it comes to large construction projects involving roadway, sidewalk, parking lot and bridge paving and repair. It also states that safety is its top priority.

Among its portfolio of former projects: restoring the U.S. Capitol Visitor's Center, reshaping the Connecticut Avenue underpass in Dupont Circle, and rehabbing Thomas Circle.

Salehi is charged with one count of Theft $100,000 Plus. His next court appearance is scheduled for August 31, at 8:30 a.m. in Montgomery County District Court. If found guilty, the 62-year-old could be sentenced to 25-years in prison.

Vigil held for Jack Garcia, boy allegedly beaten to death for taking a piece of birthday cake

HAGERSTOWN, Md. (WJLA) - Exactly one week after a 9-year old boy died from alleged child abuse, hundreds of people gathered in Hagerstown to remember him and take a stand against abuse.

Those who attended wore ribbons, lit candles, and released balloons in memory of Jack Garcia. There was also speakers and songs.

According to Washington County court records, on the night of June 30th Hagerstown Police were called to an apartment on Lynnehaven Drive to assist on an EMS call where a 9-year old boy was found unresponsive and not breathing.

The records say that 30-year old Robert Leroy Wilson, the boyfriend of Jack Garcia's mother, had allegedly beaten Garcia repeatedly for taking a piece of birthday cake that wasn't his.

The boy died five days later.

Before Jack Garcia's death, Wilson was charged with four crimes, including a charge for child abuse and two assault charges.

Hagerstown Police say he now potentially faces more charges. They say they're also investigating others in the apartment where Jack lived.

Before Wilson allegedly beat Garcia, court records say the boy's uncle handcuffed him and left the room.

The records say the boy's mother came home later after Wilson called her. They indicate she turned away an ambulance, saying the boy was only dealing with congestion. More than three hours later, a second ambulance was called for, and that's when police were called.

The organizers of Sunday night's vigil hoped to encourage people to do more to fight child abuse.

"It's especially important that we get to know our neighbors. And the day and age of mind your own business has kind of got to come to an end," said Deb Jarvie-Sexton, one of the organizers. "And maybe we can prevent something by noticing."

Last week Hagerstown Police told ABC7 that after completing their investigation they would turn the results over to the state's attorneys office, which will decide whether to file more charges.

A woman at the apartment where Jack Garcia lived -- described as a relative by a neighbor -- did not want to say anything to ABC7 Sunday.

Greece reaches deal with creditors, avoids financial catastrophe, euro exit

$

BRUSSELS (AP) - After grueling, often angry negotiations that tested the limits of European unity, Greece on Monday won a preliminary deal that averts financial catastrophe but also guarantees years more of hardship and sacrifice for its people.

Prime Minister Alexis Tsipras flew home to sell the plan to skeptical lawmakers and political allies, some of whom accused him of putting Greece at the mercy of its foreign creditors.

To close the deal with its partners in the euro currency, Greece had to consent to a raft of austerity measures, including sales tax hikes and reforms to pensions and the labor market.

Enough of Greece's 18 eurozone partners were openly suspicious of its sincerity that they demanded, and got, Tsipras's commitment to accept close international oversight.

For the Greek leader and his radical left-wing government, which since election in January had vowed to stand up to the creditors, the payoff of the marathon negotiations in Brussels was clear: about 85 billion euros ($95.07 billion) in loans and financial support over three years, preserving Greek membership in the euro, and helping their country stave off financial collapse.

"We managed to avoid the most extreme measures," Tsipras said after the summit.

Tsipras said he successfully got creditors to drop a demand that Greek assets be transferred abroad as a form of collateral, and that the deal reached was less harsh than proposals from creditors his country's voters rejected a week ago.

But in many cases, ordinary Greeks now face tougher measures than those they voted down in a nationwide referendum. Syriza's Left Platform, a group of traditionalists in Tsipras's own party, swiftly denounced the agreement he had reached with fellow eurozone leaders as the "worst deal possible ... that maintains the country's status: a debt colony under a German-run European Union."

After flying home to Athens, Tsipras went to the prime minister's office to meet with Finance Minister Euclid Tsakalotos and other top party officials. To abide by the agreement and ensure that negotiations on a new infusion of financial aid for Greece can start in earnest, Tsipras must push several unpalatable measures through Parliament by Wednesday.

Passage appears assured, though he faces an uphill battle to persuade members of his own party, as well as his governing coalition partner, a small right-wing party, to back the deal.

Greece needs another bailout, its third in five years, to dig itself from under a mountain of debt and get its economy back on its feet after a six-year depression. Following months of talks with its eurozone partners and other international creditors, its economy is teetering on the brink of collapse - banks have been shut for two weeks and daily business has almost ground to a halt.

Greece will now be on a tight timetable to implement the new reforms - another reflection of how little its creditors trust the government to honor a deal. Both sides in Brussels acknowledged the bitterness that marked their negotiations, which lasted nine hours past a Sunday midnight deadline.

"Trust needs to be rebuilt," said German Chancellor Angela Merkel, adding that with the Monday deal, "Greece has a chance to return to the path of growth."

"The Greeks have to show they're credible, show that they mean it," said Jeroen Dijsselbloem, president of the eurogroup of eurozone finance ministers and a longtime critic of the Tsipras government.

French President Francois Hollande hailed the agreement, saying that losing Greece from the eurozone would have been akin to losing "the heart of our civilization."

But experts noted that even with the deal, Greece's problems are not over.

"This agreement pulls Greece back from the brink of economic chaos but remains far from ensuring its long-term economic viability within the eurozone," says Eswar Prasad, professor of trade policy at Cornell University. "Greece will face many challenges in delivering on the package of reforms it has promised... The Greek economy faces a wrenching period ahead as it copes with economic, social, and political instability resulting from tough fiscal discipline, sweeping reforms, and an eviscerated social safety net."

Greece's banks, which have been shut for two weeks, were still closed Monday and limits remained on cash withdrawals. When they reopen will depend on the European Central Bank's decision to allow them to draw on more emergency credit. It may do so only after the first reforms are passed by parliament in Greece.

In weeks to come, Greece will have to make further changes to its economy, such as open to competition industries that have long been protected, such as the energy sector.

If it meets all of the requirements spelled out in Monday's agreement, Greece will get a three-year rescue program and a commitment to restructure its debt, which is unsustainably high at around 320 billion euros, or around 180 percent of annual GDP.

Ordinary Greeks seemed relieved that their country was not facing a messy exit from the euro.

Kostas Lambos, a pensioner in Athens, said things would be "difficult in the beginning" but people had to understand the severity of the situation.

"This was a necessary step for the country to emerge from the dead ends that had been created in the last few years," he said.

Since 2010, Greece has received two bailouts, totaling 240 billion euros ($268 billion), in return for deep spending cuts, tax increases and reforms agreed to by successive Greek governments. Although the country's budget deficit has fallen sharply, the public debt burden has increased as the economy has shrunk by a quarter.

Its creditors said they would help Greece in the short term to repay its debts since a full agreement on the third bailout still lies ahead. Greece will need help making a 4.2 billion euro debt repayment on July 20. It is also in arrears on about 1.5 billion euros owed to the International Monetary Fund.

Should Maryland replace official state song that celebrates Confederacy, attacks Lincoln?

ANNAPOLIS, Md. (AP/WJLA) - A longtime Annapolis recording technician has said a song he recorded at the Naval Academy would be a good replacement for "Maryland, My Maryland," a song written by a Confederate sympathizer.

Seventy-one-year-old Charlie Richardson tells The Capital that a song called "My Home, My Maryland" stands out to him as the best representation of the state.

Richardson says the song was composed and performed in 1976 for the Naval Academy Glee Club's bicentennial concerts.

Last week, Delegate Karen Lewis Young, of Frederick, submitted legislation to have the words of the state song replaced by a poem of the same title. Young says the song celebrates the Confederacy and disparages the Union government, with lyrics such as "Northern scum." Previous attempts to change the song have all failed.

Lyrics of "Maryland, My Maryland":

I

The despot's heel is on thy shore,
Maryland!*
His torch is at thy temple door,
Maryland!
Avenge the patriotic gore
That flecked the streets of Baltimore,
And be the battle queen of yore,
Maryland! My Maryland!

II

Hark to an exiled son's appeal,
Maryland!
My mother State! to thee I kneel,
Maryland!
For life and death, for woe and weal,
Thy peerless chivalry reveal,
And gird thy beauteous limbs with steel,
Maryland! My Maryland!

III

Thou wilt not cower in the dust,
Maryland!
Thy beaming sword shall never rust,
Maryland!
Remember Carroll's sacred trust,
Remember Howard's warlike thrust,-
And all thy slumberers with the just,
Maryland! My Maryland!

IV

Come! 'tis the red dawn of the day,
Maryland!
Come with thy panoplied array,
Maryland!
With Ringgold's spirit for the fray,
With Watson's blood at Monterey,
With fearless Lowe and dashing May,
Maryland! My Maryland!

V

Come! for thy shield is bright and strong,
Maryland!
Come! for thy dalliance does thee wrong,
Maryland!
Come to thine own anointed throng,
Stalking with Liberty along,
And chaunt thy dauntless slogan song,
Maryland! My Maryland!

VI

Dear Mother! burst the tyrant's chain,
Maryland!
Virginia should not call in vain,
Maryland!
She meets her sisters on the plain-
"Sic semper!" 'tis the proud refrain
That baffles minions back amain,
Maryland! My Maryland!

VII

I see the blush upon thy cheek,
Maryland!
For thou wast ever bravely meek,
Maryland!
But lo! there surges forth a shriek,
From hill to hill, from creek to creek-
Potomac calls to Chesapeake,
Maryland! My Maryland!

VIII

Thou wilt not yield the Vandal toll,
Maryland!
Thou wilt not crook to his control,
Maryland!
Better the fire upon thee roll,
Better the blade, the shot, the bowl,
Than crucifixion of the soul,
Maryland! My Maryland!

IX

I hear the distant thunder-hum,
Maryland!
The Old Line's bugle, fife, and drum,
Maryland!
She is not dead, nor deaf, nor dumb-
Huzza! she spurns the Northern scum!
She breathes! she burns! she'll come! she'll come!
Maryland! My Maryland!

Son of Boston Police captain arrested as possible terrorist

ADAMS, Mass. (ABC News) - The estranged son of a respected Boston police captain was arrested July 4 by FBI agents as part of a counter-terrorism operation against alleged ISIS-inspired domestic terrorists, federal officials told ABC News today.

Alexander Ciccolo, 23, of Adams, Mass., was taken into custody on gun charges after buying two pistols and two rifles from an undercover FBI confidential informant, federal officials said. In a search of his apartment, officials reported they found it loaded with possible bomb-making equipment including a pressure cooker, a variety of chemicals, an alarm clock, along with “attack planning papers” and “jihad” paperwork. FBI agents said he used the name Abu Ali al-Amriki and neighbors said he was a recent convert to Islam.

“This is a very bad person arrested before he could do very bad things,” one senior federal official briefed on the arrest told ABC News.

According to the FBI, Ciccolo attempted to stab a nurse in the head with a pen during a routine screening, “leaving a hole in the nurse’s skin.”

An FBI affidavit said Ciccolo initially planned to travel to “another state” and use a pressure cooker bomb “to conduct terrorist attacks on civilians, members of the U.S. military and law enforcement personnel.” The FBI said the attack location was later changed to a town with a state university and would be concentrated on “college dorms and cafeteria, to include executions of students, which would be broadcast live via the internet.”

Ciccolo’s father is Boston police Captain Robert Ciccolo, a veteran commander assigned to Operations at Boston Police headquarters who was one of the first responders to the deadly Boston Marathon bombing in April 2013. According to the FBI, the younger Ciccolo said he was “inspired” by the Marathon bombing and the use of pressure cooker bombs, and told the FBI undercover operative, “Allahu Akbar!!! I got the pressure cooker today.”

Law enforcement officials said Capt. Ciccolo alerted counter-terrorism authorities about a year ago that his son, with whom he had had minimal contact for several years, “was going off the deep end” and “spouting extremist jihadist sympathies.”

According to the affidavit of an FBI agent, the younger Ciccolo recently stated that he is, “not afraid to die for the cause," and that he characterized America as ”Satan” and “disgusting.”

Capt. Ciccolo did not respond to a request for comment.

According to the FBI affidavit, Ciccolo posted a photo of a dead American soldier and wrote, “Thank you Islamic State. Now we won’t have to deal with these kafir back in America.” Kafir is a reference to non-believers of Islam. In a meeting with an FBI cooperating witness, Ciccolo praised the recent terror attack on a beach resort in Tunisia that killed 39 people, according to the FBI affidavit. “Awesome. Awesome, you that ah, that brother in Tunisia was impressive,” Ciccolo allegedly said.

The younger Ciccolo is scheduled to be in court in Springfield, Massachusetts Tuesday morning for a detention hearing. He was quietly arraigned last Monday on the gun charges, according to documents filed in federal court today. Ciccolo has been held at the Wyatt federal lockup in Rhode Island since his arrest.

Last week FBI Director James Comey said agents had arrested more than 10 people with suspected ties to ISIS and that the busts foiled planned Fourth of July attacks.

“I do believe that our work disrupted efforts to kill people, likely in connection with July 4th,” Comey said.

Ciccolo’s arrest was among the ones that interrupted a planned attack, the officials said.

HARTFORD, Conn. (AP) - The rapper and actor known as 50 Cent has filed for federal bankruptcy protection, days after a jury ordered him to pay $5 million in an invasion-of-privacy lawsuit.

Curtis Jackson III, who owns a home in Farmington, filed for Chapter 11 bankruptcy protection in U.S. District Court in Hartford on Monday.

The filing lists both his assets and liabilities as between $10 million and $50 million.

It comes after a New York jury on Friday ordered Jackson to pay $5 million to a woman who said he acquired a video she made with her boyfriend, added himself as a crude commentator and posted it online without her permission.

Jackson's attorneys and his publicist did not immediately respond to phone and email requests seeking comment on Monday.

Sideline incivility: Parental pressure pushes kids to quit playing sports

$

WASHINGTON (WJLA) -- A brawl off the basketball court. A screaming match near the soccer pitch. The threat of violence at a tee-ball game. Not by the players, who are kids, but by their out of control parents, presumably all adults.

"Two coaches got into a confrontation in the middle of a tee-ball game, one guy says come out to the parking lot and I'll show you my gun," said John Engh, his eyes wide. "I witnessed that!"

Engh heads up the National Alliance for Youth Sports*, dedicated to tackling sideline incivility worldwide. The Alliance offers an on-line parent behavior program. Some leagues require it before children can play, and Engh says those sidelines have settled down.

"I think education is the key, letting parents and coaches know," said Engh. "Through the registration process, if there are negative actions, there are going to be consequences."

And not just for them.

"It's a shame to punish a kid for the actions of their parents," said Dan Ferguson, a sports director at the Arlington Soccer Association (ASA).

But that's the strongest incentive leagues have to get parents and volunteer coaches to behave. If they don't change bad behavior after being warned, they are not invited back to coach and their children aren't invited back to play.

ASA instituted less stringent measures in the last year to help rein in behavior off the field. When coaches submit game scores on-line, they also evaluate the opposing team's coaches, players, and fans. The information helps the league track bad apples, and confront them if necessary. ASA also organizes "silent soccer" one weekend a season. Parents and coaches are permitted to applaud, but not shout. Some people criticize the effort as "politically correct," but supporters notice something encouraging: the players’ voices can be heard for once.

"Your number one job as a coach is to have all your kids return because they loved it so much," said Ferguson.

Seventy percent of all kids ages 12 to 14 will quit all sports, and sideline behavior by parents and coaches is a top contributing factor to that unfortunate statistic. The screaming from the sidelines is also directed, not just at the children playing, but the teenagers refereeing.

"I can understand, 'Referee!'" Ferguson shouts in frustration. "But to confront a young person who's learning to ref, just as players learn to play, is not appropriate. What kind of example are you showing?"

Ferguson made an analogy to the classroom. Imagine if parents of students were allowed to sit in classes during the school year, he suggested, and openly confront and criticize their children, the students next to them, and the teacher trying to instruct. He also pointed out that coaches should take notes from teachers, who instruct all week long, but on test day, they sit down and are silent. Coaches, he suggested, should do the same. Treat practices as classroom time, and game day as test day.

"Kids don't need constant feedback," said Ferguson. "If someone is constantly barking orders and telling what to do, they actually don't remember as easily."

Derek Biss, a standout goalkeeper at George Washington University and former staff coach for DC Stoddert, told 7 On Your Side, he informs parents, at the beginning of the season, that if they are barking instructions from the sideline, he will take their child out of play until the yelling stops.

"I also encourage coaches to sit down during the game, rather than run like crazy up and down the sideline," said Biss. He believes a calm coach sets a tone that the game is 100% about letting the kids play, experiment, lead, and learn without adult interference.

Kids told US Youth Soccer that their top reasons for stepping out of sports include adult overemphasis on winning, coaches yelling aggressively, and negative feedback from parents.

Similarly, USA Football found reasons number one and two for young athletes to quit the game: parental pressure and pushing.

A full third of girls and boys explained to ESPN, the primary reason they quit? They're not having fun.

A sign at a sporting field in The Hunter Valley. Should we have these at all kids sport venues?

BROOKLYN PARK, Md. (AP) - Anne Arundel County police say a couple is facing charges after leaving their 8-month-old son in his playpen at an acquaintance's Brooklyn Park apartment while they walked to a convenience store.

Police say a person who let the family stay with him called police around 11:30 p.m. Sunday after coming home to find the infant alone in an unlocked apartment.

While officers were at the apartment on Belle Grove Road, the boy's parents returned. The parents told officers they thought the sleeping baby would be fine while they walked to a Royal Farms store a mile away.

Police charged 23-year-old Cody Wolford and 22-year-old Christina Justice, both of no fixed address, with neglect of a minor and confined unattended child.

Police say the baby is in his grandparents' custody.

LEXINGTON, S.C. (AP) - An employee at the Lexington County jail entered the wrong information into a database of South Carolina arrests, allowing the man charged with killing nine people at a Charleston church to buy the gun authorities say was used in the attack.

Lexington County Sheriff Jay Koon told The Associated Press on Monday the wrong information about which agency arrested Dylann Roof on a drug charge was corrected two days after his Feb. 28 arrest. That correction wasn't sent to the State Law Enforcement Division, which maintains the records that the FBI checks.

When the FBI did its check in April, an examiner called Lexington County deputies, who said the arrest took place in Columbia. Before the examiner could find the report, the waiting period expired and the gun was sold.
